Boil milk in a heavy bottom pan adding sugar.saffron stands.while milk boil.take a grinder jar add cardamom pods, cinnamon,black pepper.poppy seeds all soaked nut & make paste.add paste mix properly till It dissolve.after 4-5 min turn off heat.add rose water.keep mixture to chilled in fridge.If u doesn't want coarse mix.strain before serving. Serve chilled garnish with pistachios & saffron strands.
